Vladimir Tikhomirov, Professor, Dr. Sc. (Economics), Scientist Emeritus of the Russian Federation, Honorary Worker of Higher Professional Education of the Russian Federation. He is the author of more than 120 scientific works.

Vladimir Tikhomirov is President of “e-University” International Consortium, Academic Supervisor of MESI, Chairman of the Expert Council for e-Learning and Information Technologies in Education under the State Duma Committee on Education of the Russian Federation, Chairman of the Standing Committee on Distance Learning of the Council on Cooperation in the Field of Education of the Commonwealth of Independent States (CIS).

Vladimir Tikhomirov is well-known throughout the international research community. As a member of Program Committee he repeatedly took part in arrangements for major international conferences held in 1997 – 2012. Yearly more than 20 research workshops are held under his supervision in Russia, including national and international conferences on e-learning and smart-education.
