International Coordination Committee for the Conservation and Enhancement of the Temple of Preah Vihear (ICC-PV)

The First Technical Session of the ICC-PV was held under the co-presidency of China and India, in the presence of H.E. Sok An, Deputy Prime Minister and H.E. Hao Ping, President of the Chinese National Commission for UNESCO and President of the UNESCO General Conference.

Activity reports, presented by H.E. Prof. Dr. Azedine Beschaouch, Permanent Scientific Secretary of the ICC-PV and H.E. Sedara Kim, President of the National Authority for Preah Vihear (NAPV) relating to the structure, organigram and orientation of the NAPV, shed a light on the advanced implementation of the Management plan for the Temple of Preah Vihear.

The full day technical session was further divided into two parts, a first one focusing on projects in the field of “Conservation and Archaeology” and a second one focusing on projects and project proposals related to “Sustainable Development”.

The projects presented under the section “Conservation and Archaeology”, introduced a structural risk map for the World Heritage Site and clearly demonstrated the archaeological, dismantling, and restoration activities undertaken by the NAPV at Gopura V. Archaeology and dismantling revealed a weakened inner structure, which caused partial collapse of the monument. The research also unfolded the connection between Gopura V and the Eastern staircase. Restoration activities aim at stabilizing the structure while striving to give it back its authentic shape. A detailed survey analysis showing measurements and structural condition of the monument was also presented by the Japan international team of Waseda and Meijo Universities.

A variety of projects were presented under the section “Sustainable Development” mainly focusing of the implementation of the Management Plan for the Temple of Preah Vihear” and the conservation of the surroundings of the World Heritage Site. Therefore, a lot of attention was given to the preservation of the natural environment and its biodiversity, cultural assets in the region such as the large amount of smaller temples in the region, the further development of an Eco-Village 25 km South of the monument and the improvement of the tourism potential in the region.

The session was closed with the formulation of a series of recommendations which should guide the NAPV and its international partners in the execution of current and future activities in and around the World Heritage Site of Preah Vihear.
