Various government departments came together at the seminar and workshop ‘Hooghly riverfront – A case for heritage based urban development’ organised at the Nandan Complex in Kolkata on 30 September and 1 October by UNESCO jointly with the Indian Heritage Cities Network (IHCNF), Department of Information and Cultural Affairs, and Urban Development Department, Government of West Bengal. 

The Hooghly riverfront is a witness to various cross-cultural exchanges like the historic settlements of Serampore (Danish), Chandernagore (French), Chinsurah (Dutch), and Bandel (Portuguese). It is here that the first jute mills were set up in India. This river occupies a significant place in the lives of people as it sustains daily ferrying, goods transportation, bathing, washing, and rituals at the ghats. The river is today littered with garbage and the grand structures along the riverfront are now in a derelict state. 

The workshop brought together multiple stakeholders like Urban Development Department, Kolkata Port Trust, Eastern Railways, Kolkata Metropolitan Water and Sanitation Authority, Archaeological Survey of India (ASI), Transport Department, as well as urban planners, developers, heritage experts, and community experts to discuss the management of the riverfront wherein heritage can find its own place. 

The event started with a half-day public lecture open to the general audience to raise awareness among them about the heritage of Hooghly riverfront. The public lecture was presented by Philip Davies, an international authority on heritage conservation who’s been working in Kolkata for the last 40 years, followed by an interactive session moderated by G M Kapoor, who has been the state convenor for INTACH Kolkata. 

The public lecture was followed by 3 technical sessions led by illustrious panelists. The technical sessions included discussions on the heritage value of Hooghly riverfront, socio-economic needs and challenges of the area, possible collaboration between different government departments and the heritage sector, and how heritage can boost the revitalization of the Hooghly riverfront. 

The recommendations put forth in the workshop would be further discussed by the heritage policy group in the state being coordinated by the Information and Cultural Affairs Department. 

हुगली नदी तट के विरासत केंद्रित विकास पर चर्चा के लिए साथ आए सरकारी विभाग

यूनेस्को द्वारा इंडियन हेरिटेज सिटीज नेटवर्क (आईएचसीएनएफ), डिपार्टमेंट ऑफ इन्फॉर्मेशन एंड कल्चरल अफेयर्स और अर्बन डेवेलपमेंट डिपार्टमेंट, पश्चिम बंगाल सरकार के साथ मिल कर संयुक्त रूप से आयोजित किए गए ‘हुगली रिवरफ्रंट – अ केस फॉर हेरिटेड बेस्ड अर्बन डेवेलपमेंट’ पर एक संगोष्ठी और कार्यशाला में विभिन्न सरकारी विभाग एक साथ आए. इसका आयोजन नंदन कॉम्प्लेक्स, कोलकाता में 30 सितंबर और 1 अक्तूबर को किया गया था.

हुगली तट विभिन्न संस्कृतियों के परस्पर मेल का गवाह रहा है जैसे कि सीरामपुर (डेनिश), चंदरनगर (फ्रांसीसी), चिन्सुरा (डच) और बंडील (पुर्तगाली) जैसी ऐतिहासिक बस्तियां. यही वह जगह है जहां भारत में सबसे पहली जूट मिलें स्थापित की गई थीं. यह नदी लोगों की जिंदगियों में अहम स्थान रखती है, क्योंकि यह दैनिक फेरियों, माल परिवहन, स्नान, कपड़े धोने और घाटों पर अनुष्ठानों के काम आती है. नदी में आज कचरा भर गया है तट से लगी हुई भव्य इमारतें जर्जर हालत में हैं.

कार्यशाला में अर्बन डेवेलपमेंट डिपार्टमेंट, कोलकाता पोर्ट ट्रस्ट, पूर्वी रेलवे, कोलकाता मेट्रोपोलिटन वाटर एंड सेनिटेशन अथॉरिटी, भारतीय पुरातत्व सर्वेक्षण, परिवहन विभाग के साथ साथ शहरी योजनाकारों, डेवेलपरों, विरासत विशेषज्ञ और समुदाय विशेषज्ञ जैसे विभिन्न पक्षकार एक साथ आए, जिन्होंने नदी तट के ऐसे प्रबंधन पर चर्चा की, जिमसें विरासत को अपनी जगह हासिल हो.

आयोजन की शुरुआत आधे दिन के सार्वजनिक व्याख्यान से हुई, जो आम श्रोताओं के लिए खुला था, ताकि उनमें हुगली नदी तट की विरासत के बारे में जागरुकता को बढ़ाया जा सके. सार्वजनिक व्याख्यान फिलिप डेविस ने पेश किया, जो विरासत संरक्षण के अंतरराष्ट्रीय विशेषज्ञ हैं और जो कोलकाता में 40 वर्षों से काम करते रहे हैं. इसके आखिर में इनटैक, कोलकाता के राज्य संयोजक जी.एम. कपूर के संचालन में एक संवाद सत्र हुआ.

सार्वजनिक व्याख्यान के बाद जाने-माने पैनल सदस्यों के नेतृत्व में तीन तकनीकी सत्र हुए. तकनीकी सत्रों में हुगली नदी तट के विरासती मूल्य, इलाके की सामाजिक-आर्थिक जरूरतों और चुनौतियों, विभिन्न सरकारी विभागों और विरासत क्षेत्र के बीच संभव सहकार पर चर्चा शामिल थी. इसमें यह चर्चा भी की गई कि कैसे विरासत, हुगली नदी तट को पुनर्जीवित करने की प्रक्रिया को आगे बढ़ा सकती है.

कार्यशाला में जो सिफारिशें पेश की गईं, उन पर राज्य में विरासत नीति समूह द्वारा चर्चा को आगे बढ़ाया जाएगा, जिसका संयोजन इन्फॉर्मेशन एंड कल्चरल अफेयर्स डिपार्टमेंट कर रहा है.
