The meeting was held in Zacatecas (Mexico) on 6-10 September 2010 at the Antiguo Convento Franciscano de Propaganda FIDE (Old Franciscan Propaganda Convent FIDE], currently the Museum of Guadalupe, which coincided with the inauguration of the World Heritage Category 2 Centre at Zacatecas, approved at the 35th session of the General UNESCO Conference in October 2009.

There were 80 participants from 7 countries, including staff of the Category 2 Centre in Zacatecas. Representatives of heritage institutions from Cuba and the Dominican Republic participated as observers. The Mexican Authorities in charge of heritage protection such as the National Council for Culture and Arts (CONACULTA), the National Institute of Anthropology and History (INAH), the National Institute of Fine Arts (INBA), and the National Commission of Natural Protected Areas (CONANP) also took part.

The three-day meeting was organized by the Latin America and the Caribbean Unit of the UNESCO World Heritage Centre in close cooperation with the Category 2 Centre of Zacatecas, the National Institute of Anthropology and History (INAH), and the National Commission of Natural Protected Areas (CONANP).
