When a former trainee becomes a trainer

When Namibian Senior Education Manager, Enid Christophine Hanze, finished her training in education management and planning at IIEP this past summer she said she was ready to take on new tasks and challenges to help improve education in her country.

“I can take on anything now when it comes to planning,” Hanze said back in July. “With the wealth of knowledge I’ve received I can go back to my job and put my hands on any task. It’s like I officially got my driver’s license and can start to drive the car.”

In the five months since graduating from IIEP’s flagship Advanced Training Programme (ATP) in educational management and planning, Hanze has done just that. She is in the midst of carrying out what she refers to as an “in-depth learner growth analysis”, which looks at a range of indicators, covering a five-year period, at the regional level. 

Hanze says that she would not have been able to undertake such a project if she hadn’t completed the IIEP training. As a result, she’s been able to seek out statistical data and calculate the vast majority of indicators needed to truly embrace evidence-based planning. This includes analyzing growth coefficients, annual growth rates, and indicators on access, which include gross in-take rate, age-specific in-take rate and more.

Hanze says the goal is to acquire as much knowledge as possible about the education landscape in Namibia – from pre-school to higher education, including both formal and non-formal adult education – to allow for a sound analysis on current trends and the identification of challenges facing the sector.

“Thanks to IIEP’s blended methodological approach on theory and practice, networking with all important stakeholders was made possible,” she said.

Hanze first entered into IIEP’s medium-length training option – the Education Sector Planning (ESP) programme – in 2013. The ESP programme is comprised of a 12-week online and a 13-week residential training phase in Paris that enables participants to acquire the fundamentals of educational planning – from education sector diagnosis to the preparation and monitoring of the implementation of an education sector plan.

While the three-months abroad in Paris first suited Hanze’s schedule better, she later opted to complete the longer 12-month long programme, when she joined the regional planning division in May 2014.

The ATP programme prepares its trainees for careers in the highest ranks of educational administration. With three-months online in the beginning, followed by a six-month residential phase in Paris and a capstone project upon return to the home country, the ATP programme leads to a professional Master’s level certificate.

Hanze’s final project involved an impact assessment of the attraction and retention of quality teachers in rural Namibia. While her final results have just been submitted to the Ministry of Education, she’s keeping her fingers crossed that it will eventually lead to policy alterations.

Hanze is also gearing up for a major career change. She will soon become a Trainer of Trainers (ToT), along with other colleagues who have received training at IIEP, to develop the capacities of planners and other interested officials from the Namibian Institute of Publication Administration and Management (NIPAM).

All applications are currently open for the 2016-2017 training sessions with IIEP. This includes the ATP and ESP programme, as well as the 2-week-long Specialized Courses Programme (SCP), which will take place during the 2016 springtime.
