Policy and Technical Assistance

Policy advice and research are major trends of activities at UNESCO.

Creating appropriate environments for active learning that reflect economic and social demands is a key to achieve quality education. For this to happen, a scientific-based methodology and powerful policy has to be developed that makes the best use of the educational potential of ICTs. To fulfil its mission as of a centre of excellence and as a provider of technical support and expertise in the area of ICT usage in education, IITE concentrates its activities on facilitating policy dialogue and promoting capacity development through international networking and collaboration.

The IITE Policy and Research Team conducts various activities aimed at support of educational planning and implementation processes in UNESCO Member States in the field of its competence. In accordance with the growing requirements for education system modernization by means of ICTs, the team provides assistance in the formulation, assessment and implementation of advanced legal, managerial, pedagogical, psychological and ethical principles of an ICT-enhanced educational framework.

The activities are implemented in three main correlated areas:

  • Research and evaluation
  • Policy dialogue
  • Policy advice

The process generally involves the collection, analysis, dissemination and exchange of information on ICT usage in education. In particular, exploring, identifying and synergizing innovative approaches and modern tendencies of ICT usage in education; accumulating the best practices and elaborating policy briefs; studying and comparing local, regional and global educational policies; and taking all questions related to the integral parts of each target country’s educational policy into account will be a priority for the Institute’s work.
