A multi-stakeholder meeting was held in Brasilia on 14 October to launch the process of assessing the media situation in Brazil using UNESCO’s Media Development Indicators. The meeting brought together representatives of the authorities, civil society, media associations and academics to discuss the modalities of the application of the indicators.
The event was organized by Coletivo Intervozes, the Laboratory of Communication Policies of the University of Brasilia (FAC-UnB) and the Nucleus of Transdisciplinary Studies on Communication and Conscience of the Federal University of Rio de Janeiro (NETCCON), which are in charge of heading the study.

Given the size of the country, the project will at this stage involve only a partial application of the indicators. The purpose of the Brasilia meeting was, therefore, to determine the most significant indicators, taking into consideration the geographical, methodological and logistical limits for the project’s implementation. It also sought to identify available primary sources and other stakeholders that could be involved in the project. The general impression among participants was that the framework developed by UNESCO would enable an appropriate diagnosis of every sector of Brazil’s media landscape, and contribute to making the debate on media regulation in the country more objective and productive.

During the debate participants discussed methodological approaches and suggested the inclusion of certain cross-cutting topics that are relevant to the Brazilian case, such as gender, ethnic, racial and labour issues. João Brant, from Intervozes, highlighted the participation of representatives of the public sphere at the meeting, including the National Telecommunications Agency (Anatel), the Ministry of Communication, the National Movie Industry Agency (Ancine) and the Institute of Applied Research in Economics (IPEA). He viewed it as “a positive sign of the will to collaborate in this pilot application”.

The Media Development Indicators were unanimously endorsed by the Intergovernmental Council of UNESCO’s International Programme for the Development of Communication (IPDC) in 2008 and have since been applied - or are in the process of being applied - in a range of pilot countries, including Bhutan, Croatia, Ecuador, the Maldives, Mauritania and Mozambique.
