International seminar to debate challenges of public media

The UNESCO Office in Brasilia and the Empresa Brasil de Comunicação (EBC)/TV Brasil will hold from 30 June to 1 July the International Seminar on Public Media: Challenges and Opportunities to the 21st Century. The event will bring together, at the EBC headquarters in Brasilia, some of the major international experts in public broadcasting and leaders of communication corporations from Latin America, the United States and Europe.
Participants will discuss communication experiences already implemented and the future of public media in the recently-started century, which is marked by great technological transformations impacting on communications in general. Topics on the agenda include: managerial and financing models; transparency, accountability and self-regulation; public journalism handbooks; production of contents and programming.
On 30 June, at 10:00 a.m., the roundtable on Public Media in the 21st Century: Compared Analysis will be held with the participation of the international expert Toby Mendel; the Latin-American expert Valério Fuenzalida, from the Universidade Católica of Chile; Murilo Ramos, from the University of Brasilia; and Guilherme Canela, from UNESCO’s Office in Brasilia.
On this occasion, the recently issued UNESCO publication, Public Service Broadcasting: A Comparative Legal Survey, by Toby Mendel, will be launched at the regional level. This second edition, edited and improved, of Mendel’s study approaches the issue in Australia, Canada, France, Japan, Poland, South Africa, Thailand and United Kingdom.
Toby Mendel also wrote, jointly with Eve Salomon, O Ambiente Regulatório para Radiodifusão: uma Pesquisa de Melhores Práticas para os Atores-Chave Brasileiros, launched last March by UNESCO’s Office in Brasilia. This study surveys the current regulatory status of the Brazilian media system in comparison with practices adopted in other ten democracies (Canada, Chile, Germany, France, Jamaica, Malaysia, South Africa, Thailand, United Kingdom and United States) and with the recommendations provided by international laws.
Also on the first day of the Seminar, at 2:30 p.m., a roundtable on Institutional Models: Management and Financing will take place, with the presence of Alexander Shulzyck, from the European Broadcasting Union; Tarja Turtia, from UNESCO’s Division of Freedom of Expression and Media Development; and Tereza Cruvinel, President of EBC. At 4:30 p.m. a discussion about Transparency, Accountability and Self-regulation will gather experts from Brazil, Colombia and the United States.
The second day of the event will feature lectures by international experts. The Seminar will be webcast by EBC and broadcast by the international channel of TV Brasil.
