Template for national information society policies discussed at Moscow meeting

The participants of the First Consultation Meeting of National Committees for UNESCO’s Information for All Programme (IFAP), which is currently taking place in Moscow, are discussing ways of implementing the National Information Society Policy, a template document recently developed by IFAP.
The Tunis Agenda for the Information Society, adopted by the World Summit on the Information Society (WSIS), calls on “those governments that have not yet done so to elaborate, as appropriate, comprehensive, forward-looking and sustainable national e-strategies, including ICT strategies and sectoral e-strategies, as an integral part of national development plans and poverty reduction strategies, as soon as possible and before 2010”.
As a concrete contribution to the WSIS decisions, the UNESCO Information for All Programme has developed National Information Society Policy: A Template, a document designed to assist Member States in the formulation of national information policy frameworks.
The Template provides a toolbox to use in developing National Information Society Policy (NISP). It has been developed in line with IFAP’S Strategic Plan for 2008-2013 that was endorsed by the UNESCO Executive Board in October 2008. Under the guidance and with the approval of the Intergovernmental Council of IFAP, the Template is also based on the results of an online public consultation.
The text is divided into several modules. The first module offers a brief theoretical framework, which provides definitions of the main concepts used in this work and identifies the existing information on national information society policies.
The second module is a concrete guideline methodology, a Template for the development of national information society policies and legislations. It enables the diverse social actors (governments, enterprises, NGOs and other concerned stakeholders) involved in creating, implementing and updating such policies, to have access to the existing information, methodologies, best practices, examples, and mechanisms.
In addition to the Template, Member States and all interested parties can access the online IFAP Information Society Observatory, continuously updated with new, relevant documents, events, books and experiences, annotations and links, following the developments in this field. Once a year, IFAP will publish Information Society Policies, an annual world report that will summarize the latest trends, innovative approaches and experiences, new phenomena and concepts, as well as the important features and patterns of different practices worldwide.

The Information for All Programme was established by UNESCO to provide a framework for international co-operation and partnerships in ‘building an information society for all’. IFAP focuses on ensuring that all people have access to information they can use to improve their lives. An Intergovernmental Council comprising 26 Member States is elected to guide the Programme in its planning and implementation. IFAP is part of UNESCO and serves to promote the achievement of its goals.
