International Consultation on Gender-Sensitive Indicators for Media

UNESCO, in collaboration with the International Federation of Journalists, organised an international consultation to review a draft framework of Gender-Sensitive Indicators for Media (GSIM) in Brussels on 14 and 15 April 2011.
Seventeen experts representing national, regional and international organisations working in the field of media and gender and covering all regions of the world participated in this first round of consultation.

The primary target group for the GSIM is the media. However they will also be relevant and useful to NGOs and other civil society organisations working in the field. With this is mind, the draft GSIM will be revised and a second round of consultation carried out with UNESCO media partners globally.

In 2010 as a part of the International Women’s Day celebrations, UNESCO in conjunction with its major international partners and through its Women Make the News initiative organised an online campaign under the theme, ”Towards Gender Sensitive Indicators for Media: Best practices for gender perspective in media and in media content”. This was intended to launch a global exchange on the importance and the need for gender sensitive indicators for media organizations. Following this, the draft GSIM was prepared.

GSIM will be a tool specifically designed to assess gender mainstreaming in media. The project aims at assist media organizations and professional associations to increase gender perspectives in media content and for women’s equitable participation in the management structure of media; to set targets for gender balance and to measure their progress in this area.

It is our hope that these indicators will enable media institutions to effectively assess their gender sensitive responsiveness and how civil society can, in turn, evaluate this responsiveness. The end goal is for media to become joint partners to operationalize the Beijing Declaration, enabling the creation of knowledge and multiply its outcomes.

UNESCO places a very high priority on gender equality as seen in our organisational structure and strategy. Our Division for Gender Equality is located within the Office of the Director General and has the responsibility for ensuring the implementation of UNESCO’s "Priority Gender Equality Action Plan for 2008-2013". This strategy is pursued through a two-fold approach: (i) gender-specific programming and (ii) gender mainstreaming with action in all of UNESCO’s fields of competence: education, the sciences, culture, and communication and information, and applies to all levels of interventions from policy development, awareness raising and advocacy, research, to institutional capacity building and training.
