The Task Force is a multi-stakeholder partnership of entirely voluntary nature, with, as of July 2014, 95 members including:
- National Governments (all World regions), represented by designated officials: 67
- Intergovernmental Organizations at global, regional or sub-regional levels and other UN agencies: 11
- International Non-Governmental Organizations, Civil Society Organizations and global teachers organizations: 11
- Bilateral and multilateral international development agencies: 3
- Global private sector organizations and foundations: 3
Each member of the Task Force appoints a focal point who can represent his or her organization and will take responsibility for the interactions between the Task Force and the country/organization
