OPEN FRAME Call for Productions

The International Festival & Forum on Public Service Broadcasting. New Delhi, India, 15-21 September 2006.

UNESCO and the Public Service Broadcasting Trust of India are pleased to invite Asian/Pacific/African/Latin American/Caribbean television directors and filmmakers to take part in

The International Festival & Forum
on Public Service Broadcasting
and Cultural Diversity


to be held in New Delhi, India in September 2006


The forum will screen challenging productions from Asia and the rest of the world, while stimulating reflection on local content production and public service broadcasting issues.

If you have recently directed a documentary, a short fiction film or a television programme that is innovative (in form or content), creative, challenging or going beyond conventional forms of television language, as well as a genuine expression of your culture, we are interested in screening your work.

The Public Service Broadcasting Trust of India aims at fostering a public culture of broadcasting that is as exciting and cutting edge, as it is socially responsive and representative of democratic values. In doing this, PSBT seeks to re-fashion the paradigm of public service radio and television, not at the margins, but in the mainstream and at the very heart of broadcasting.

UNESCO’s objective is to promote the expression of cultural and linguistic diversity through communication by stimulating the production and distribution of diversified content coming from all regions of the world.

Entering a programme

To enter a production, send two DVDs to us and fill the “Programme Entry Form”. Complete the form making sure that the information is accurate and complete. Enclose pictures or any promotional material if possible.

Participation in the Forum

Directors whose productions are selected will be invited to take part in the Forum to present their production and join the discussions.

UNESCO/PSBT will cover the accommodation expenses of selected directors from developing countries whose productions are retained for screening. A few travel grants will also be available to cover air-fares. Depending on the final selection, it could be that the organizers are not able to offer travel grants to all selected directors. A grant selection will then be made taking into account geographical balance considerations.

The works of this Forum are opened to all television professionals. If you wish to attend covering your own expenses, fill out the personal data on the “programme entry form” and specify that you are registering as an “Observer”.

Working language

The Forum will be held in English. Productions in other languages should be subtitled in English. Entry forms must also be filled out in this language.

Format

Productions should be submitted on DVD (2 copies please).

Deadline for the registration of productions

DVDs and registration forms must reach us by 7 July 2006

Initiatives associated with the Open Frame Festival

1. PSBT Travelling Festivals/Open Frame prime time on Doordashan:
The Public Service Broadcasting Trust is a non-for-profit initiative that represents the coming together of energies to shape the contours of Public Broadcasting in India in a manner that values the public nature of the media in society. PSBT, in partnership with Prasar Bharati Corporation (the national Broadcaster in India), commissions independent filmmakers to produce quality documentaries and public service programmes on its hour-long prime time slot each week, with a potential reach of about 100 million television homes.
If selected for the Forum and upon your agreement (please see relevant question on registration form and tick as appropriate) PSBT may include your film in its travelling festival of films and air this as part of its screening programme on national public television in India, The Open Frame, on a non commercial basis.


2. UNESCO’s Audio-visual E-platform:
If selected, and upon your agreement (please see relevant question on registration form), your production may be invited to join UNESCO’s Audio-visual e-platform (http://creativecontent.unesco.org), a highly secured, restricted to professional use, on-line platform showcasing innovative productions from more than 80 countries. UNESCO will then create your own catalogue on the e-platform allowing you to promote your work at local, regional and international levels. At the same time, UNESCO promotes the platform at the international level with broadcasters, festival organizers, educational institutions and other partners.
