“Democratizing the Information Society: Innovation, Advocacy, Action” will be the global issue addressed by the third Global Congress on Community Networking that will take place in Montreal, Canada, the 7-12 October 2002. Organized by the World Forum on Community Networking (WFCN) and Global Community Networks, this GlobalCN2002 Congress is held under the patronage of UNESCO and aims at being a place to explore and exchange hands-on experience and training for the benefit of the world’s community networks, their partners and the general public.

Hence, the Montréal Congress will focus on four main themes, the future of citizen networks; community networks, digital cities and territories; Internet rights and new communication rules; cultural diversity and two cross-cutting themes will be addressed: Women, Youth and the Net. But, the Congress in Montréal is also to address two special themes: open source software and the World Summit on the Information Society (WSIS).

Regarding this special issue, Global CN2002 aims at being a complement to the preparatory meetings for the World Summit and a step in formulating proposals and actions reflecting the needs and interests of civil society. To reach this goal, Global CN invites civic organizations, private sector entities, governments and international organizations to gather to discuss the future of the Information society.
