Supporting creativity and innovation in local content production in radio, television and new media

  • 1. Television

    Training/Capacity building:
  • Collaboration with key film and television schools in developing countries by providing technical cooperation and advisory services for the creation/enhancement of training modules for television content creators;
  • Annual compilation of UNESCO training travel-cases and organization of screening-based training courses for (i) television schools (with syllabus developed according to their training requirements), and (ii) for television directors and producers in developing countries;
  • Organization of periodic hands-on, short-term professional training for television practitioners in collaboration with professional institutions in script writing / directing / light and sound / digital editing and post-production work and in multi-media skills (DVD development).

    Boosting content production:
  • Providing seed funding to selected television production proposals from the poorest communities on topics of crucial interest for the population; 10 to 20 productions will be supported every year depending on available funding.

    Distribution/Dissemination:
  • Dissemination of educational travel-cases containing high-quality audiovisual material on identified issues (tolerance, human rights, gender equality, HIV/AIDS, village level appropriate technologies, etc), with an attached pedagogical programme, to UNESCO associated schools, public library networks and other information and documentation centres;
  • Collaboration with television festivals and markets to promote local content at the international level;
  • Setting up, maintaining and promoting an online video catalogue with an annual input of 100 full-length high-quality local programmes from African, Asian and Latin American producers aimed at putting ICTs at the service of local content producers.


    2. Radio

    Training/Capacity building:
  • Collaboration with radio journalism schools in developing countries by providing technical cooperation and advisory services for the creation/improvement of training modules for radio journalists;
  • Collaboration with broadcasting training institutions in providing training to radio producers/directors and technicians on digital technology for live (entertainment, news, interview, debate, magazine, “radio-browsing”) and pre-recorded programmes (interview, reporting, documentary, fiction, magazine).
  • Collection of reference material and development of training travel-cases and pedagogical materials.

    Boosting content production:
  • Launching annual thematic appeals for radio programme production;
  • Developing radio programme guidelines for coverage of UN and UNESCO international operations (e.g. UN Year for Tolerance, World Press Freedom Day, fight against terrorism, etc).

    Distribution:
  • Supporting radio programme exchange mechanisms and databases in cooperation with regional and international broadcasting institutions.
  • Feeding UNESCO developed materials to Community Multimedia Centers.


    3. Computer-based content

    Training/Capacity building:
  • Development of multimedia training kits;
  • Organization of training courses in ICT based content management and production (e.g. web-page and database development) for communication professionals, community-level organizations and artists;
  • Training communication professionals on content digitalisation and on-line archiving systems.

    Boosting content production:
  • Providing seed funding for web-page development and CD-ROM production.
  • Supporting the digitalisation of local content and stimulating its further use.
  • Joining initiatives aimed at exploring ways of securing the long/term preservation, digitalisation, archiving and Internet accessibility of local content.

    Distribution:
  • Setting up, maintaining and promoting an online catalogue and archive of ICT based media content from African, Asian and Latin American producers, aiming at putting ICTs at the service of local content producers.
  • Fully exploiting the UNESCO Web Portal to promote the local content initiatives launched under the umbrella of UNESCO Programme for Creative Content.
