Background
The free flow of information is the fundamental premise of democratic societies where individual freedom is respected and honoured. As embodied in Article 19 of the Universal Declaration of Human Rights, freedom of expression and information must be promoted without exception, also in new media. This highlighted the recognition of Freedom of Expression by the World Summit on the Information Society and of its importance (Declaration of Principles, paragraphs 4, 55 and 56-59 and Action Plan, paragraph 24).
