From 26 to 28 March 2013 was held in Luanda (Angola), the Pan-African Forum "Sources and resources for a culture of peace", jointly organized by UNESCO, the African Union and the Government of Angola.

The Forum brought together high-level personalities, as the President of the Republic of Angola, Mr. José Eduardo dos Santos, the Director-General of UNESCO, Irina Bokova, the Vice President of the Commission of African Union, HE Mr. Erastus Mwencha, the former President of Mozambique, Mr. Joaquim Chissano, the former Director-General of UNESCO, Mr Federico Mayor Zaragoza, as well as experts and representatives of international and regional organizations, States members, NGOs, private sector and civil society from 43 African countries and other participants comers other countries outside Africa.

Two major results have been achieved: 

  • The designing of an Action Plan for the Culture of Peace in Africa based on the three themes that shaped the Forum’s schedule, namely natural and cultural sources and resources, as well as the African youth, the most critical human resource for the continent.The Action Plan targets all stakeholders of the African society: political leaders, national and regional institutions, civil society, community groups, youth and women's organizations, religious and traditional leaders, entrepreneurs and private sector leaders etc.. so that each organization or institution can take ownership and be inspired when planning and implementing their programs and activities in a short, middle and long term perspective. The adoption of a resolution containing the main commitments made by the participants and partners relating to the promotion of the Culture of Peace in Africa demonstrated their willingness to be involved in the movement to come. 

This forum, organized with the African Union and the Government of Angola, provides an opportunity for progress towards peace, one of our greatest challenges,

  • The launch of a Pan-African Movement for a Culture of Peace in support of the campaign "Make Peace Happen" initiated by the African Union in 2010 and with the prospect of deploying  at the national level. Angola has already launched a national movement to promote the Culture of Peace involving more than three thousand young people and awareness messages sent to more than 10 million subscribers of mobile telephony. This Campaign will continue until the end of the year with cultural events including music, theater, dance and literature as well as communication activities using posters and billboard in public spaces, TV and radio programmes, sms messages and social networks.

Launching a wide multi-stakeholder dynamic

Following the example of Angola, some State representatives at the Forum and partners have made concrete commitments to a Culture of Peace. These include governmental and intergovernmental partners such as the ministries of culture, youth and sports, science and technology, education five African countries, representatives of the African Development Bank, the monetary Union of West African States, the Mano River Union, the Gulf of Guinea Commission and Agencies of the United Nations. Also representatives of foundations, private sector organizations and civil society in total thirty personalities made a commitment to take part in this movement under the auspices of UNESCO and the African Union.
