International mobility

Artists and works of art have always circulated between countries and continents. What are the measures already existing or to be taken in terms of social and fiscal legislation to promote the mobility of artists?

What cultural policies could be adopted to encourage or at least remove any obstacles to mobility? What measures exist or could be adopted in areas such as the professional recognition of artistic diplomas, technological research and development, North-South cooperation?
