Established in 1988, the UNESCO/NGO Collective Consultation on Higher Education consists of 60 organizations representing all areas of the higher education community: regional university associations, student organizations, women’s groups, teachers’ associations, as well as organizations specialized in counselling, research, educational assessment and exchange. The UNESCO/NGO Collective Consultation on Higher Education acts as a think tank to assist UNESCO in the orientation of its higher education programme, and participates in its implementation.

It contributes to the follow-up to the World Conference on Higher Education (Paris, 1998) through its reflection and debate, training and research, international partnerships, networking and information exchange.

The role of assistance to the reflection process and to the practical implementation of UNESCO's programme will continue to flourish. To date, nine meetings of the Collective Consultation have taken place. The ninth was held in April 2005 in Paris.
