Medium-Term Strategy

UNESCO’s Medium-Term Strategy for 2014-2021 (document 37 C/4) sets out the strategic vision and programmatic framework for UNESCO’s action in education, sciences, culture, communication and information at the global, regional and country levels over the next eight years.

The Medium-Term Strategy is built around the Organization’s Mission Statement, guiding its action across all its fields of competence:

"As a specialized agency of the United Nations, UNESCO – pursuant to its Constitution – contributes to the building of peace, the eradication of poverty, and sustainable development and intercultural dialogue through education, the sciences, culture, communication and information”

Four fundamental principles have guided the elaboration of the Medium-Term Strategy for 2014-2021:

·         Increasing UNESCO’s focus

·         Positioning UNESCO closer to the Field

·         Strengthening UNESCO’s participation in the United Nations system

·         Developing and strengthening UNESCO’s partnerships

Africa and Gender Equality remain the two global priorities of UNESCO’s agenda for the coming 8 years. For each global priority, a specific strategy has been developed to complement UNESCO’s Medium-term Strategy: UNESCO Operational Strategy for Priority Africa (will be soon available) and UNESCO Priority Gender Equality Action Plan .  

In addition, specific targeted action will be implemented in favor of Youth, as reflected in UNESCO Operational Strategy on youth for 2014-2021.

The Medium-Term Strategy is structured around the following two Overarching Objectives:  

·         Peace – contributing to lasting peace

·         Equitable and sustainable development – Contributing to sustainable development and the eradication of poverty

These overarching objectives are translated into 9 Strategic Objectives:

The roadmap defined by the Medium-Term Strategy is implemented by two consecutive programme and budget documents (C/5) covering each a four-year cycle, beginning with the Programme and Budget for 2014-2017 (document 37 C/5 ).
