Decentralization aims to increase UNESCO’s effectiveness in its Member States and Associate Member States.
Cluster Offices
Multidisciplinary in nature
Cluster Offices are the main platform for delivery of all UNESCO activities and are multidisciplinary in nature, ideally with each Sector represented. They have representational authority for a cluster of Member States. The Head of Office, while often having a background in a particular field, mostly play an executive role, managing the Programme Specialists covering the various domains. The office implements a cluster programme which is the result of consultation and consensus, National Offices joining that cluster programme through a collegial approach between Heads of Office.
