The workshop will explore OER development to implement the UNESCO ICT Competency Framework for Teachers (ICT-CFT).

Previously, to operationalize the 2012 Paris Open Educational Resources (OER) Declaration , UNESCO, in collaboration with the South East Asia Centre of Lifelong Learning for Sustainable Development (SEACLLSD), organized a National Workshop on Developing OER Policies from 23-25 September 2015 with support from the William and Flora Hewlett Foundation. Co-organized by the Commission on Higher Education (CHED) of the Philippines and the Southeast Asian Ministers of Education Organization (SEAMEO), the workshop brought together policy makers from all relevant areas of Philippine Education: the Department of Education, the University of the Philippines Open University, the Technical Education and Skills Development Authority (TESDA) and the Philippine Creative Commons.

Among the issues considered in the policy workshop were: the congruence of OERs to the vision of education in the Philippines; the training and support needed by educators and teacher education institutions to develop and use OERs; the required changes in existing policies; and the strategies to be integrated in the policy document.

A first draft incorporating the essential points for a holistic and comprehensive OER policy document for the Philippines was prepared. This document advances the uptake of quality-assured open educational resources to widen access to education at all levels, both formal and non-formal, within the perspective of lifelong learning and sustainable development.
