The UNESCO TVET Section, in collaboration with the UNESCO Regional Bureau - Kinshasa, will coordinate with the Ministry of Primary, Secondary and Professional Education (EPSP) in DR Congo to implement the BEAR project. The overall objectives are: (1) to contribute to the implementation of the TVET strategy developed by the Ministry of EPSP in view of a better insertion of young people in the labour market; (2) to contribute in the improvement of equity and access of young people to TVET. More specifically, the project aims to strengthen quality, equity and access to job opportunities of graduates in the Agriculture and Construction sectors through a new model of organisation and management of TVET institutions.

The project is expected to achieve two main results:

The quality and relevance of training programmes in the beneficiary TVET institutions are improved.

Activities:

1.1   Design, implement and evaluate new CBET curricula in the field of metal construction.

1.2   Assess the skills needs and develop teacher training programmes in concerned fields.

1.3   Train the managers of the beneficiary institutions.

1.4   Support the inspection, monitoring and evaluation of quality of students’ learning.

1.5   Improve the safety standards for an optimal use and maintenance of the pedagogical equipment in beneficiary institutions.

1.6   Define the technical specification and procure needed technical-pedagogical equipment as required for the curricula implementation.

1.7 Create optimal learning conditions for those in the agriculture school located in a rural area.

A transferable model of organization and management of a multi-service TVET institution is adopted.


Activities:

2.1   Create and assist in testing and introducing a multi-service organisational model of TVET institutions, implementing CBET and integrated in its eco-social environment.

2.2   Introduce work-based and entrepreneurship oriented activities and programmes in beneficiary institutions.

2.3   Strengthen partnerships with the target populations and local communities through increased communication.

2.4   Evaluate the new experimental model including the implementation of CBET and elaborate appropriate legal framework.

2.5 Assist the Ministry of EPSP in leading national policy dialogue and preparation of partnership agreements with other ministries in implementing the TVET institutions new organisational model.
