Cairo, 29th October 2015

The signing ceremony of the Memorandum of Understanding Between UNESCO Cairo Office represented by Dr. Ghaith Fariz, director of the office and Zagazig University represented by Prof.Dr. Abdel-Hakeem Nour El-Dine, acting president of the university was held today under the auspices of Dr. Ashraf El- Shihy, Minister of Higher Education at the premises of the ministry.

In his opening remarks, Dr. Ashraf al-Shehhi, Minister of Higher Education and Scientific Research emphasized on the strong relations between Egypt and UNESCO, pointing out  the important role played by the organization in  development of higher education and scientific research in various colleges and universities in Egypt. 

The minister pointed out that the agreement aims to support universities to offer courses in the field of bioethics and identify the most pressing issues that need to be addressed and to encourage dialogue between students and build their capacities in this area, adding: "The approach to the UNESCO bioethics program is to enable students to recognize and address  ethical issues in the field of medicine, health care and life sciencesas well as enabling universities in the preparation of their own Bioethics curricula . "

UNESCO Bioethics education aims at enabling students to identify ethical issues in medicine, health care and life sciences, provide rational justification for ethical decisions and apply the ethical principles stipulated in international legal instruments such as the Universal Declaration on Bioethics and Human Rights.

Supporting Member States to enhance bioethics capacity is a unique mandate of UNESCO.  Therefore, an advisory expert committee for teaching ethics of UNESCO has produced a Bioethics Core Curriculum Section 1: Syllabus Ethics Education Programme” to provide a standardized teaching material of bioethics at the university level.

A memorandum of understanding between UNESCO and universities are signed in different regions to support universities to introduce bioethics teaching courses and to recieve feedback from them on UNESCO’s bioethics curriculum.

The MOU signed between UNESCO and Zagazig University is for three years and it sets the terms and conditions for  cooperation between both parties for the testing of the UNESCO Bioethics Core Curriculum, including all preparatory and follow-up activities.

To date, 31 universities in 21 countries have signed the Memorandum of Understanding (MOU) to test UNESCO’s bioethics core curriculum.

In the Arab region, Zagazig University in Egypt is the first university to sign this MOU with a hope of a greater numbers in Egypt and the Arab region to follow.
