Strategic Planning and Capacity Development for Higher Education in Afghanistan

UNESCO has been providing technical support to the MoHE focusing on capacity building for policy analysis and planning. One of the main achievements under this programme was the development of a five year National Higher Education Strategic Plan by Ministry of Higher Education with joint support from UNESCO and World Bank.

UNESCO will continue to support the implementation of NHESP with a focus on building capacities in MoHE (Planning Unit) to design projects based on the new NHESP for resource mobilization, to monitor and assess the implementation of the plan.

Higher Education Management Information System (HEMIS) is one of the sub-programmes of the NHESP that UNESCO is supporting through capacity building. The Bangkok Regional Office has been involved in supporting this activity.
