The second meeting of the High-Level Group built on the experience of the first one in Paris in 2001 and implemented the recommendation that UNESCO should ‘ensure focused and operational discussions and continuity in the important work of the Group.’ Thus the meeting in Abuja was smaller than the previous year, yet with representation from the broader EFA constituencies: governments from North and South, civil society, bilateral funders and multilateral agencies.

The principal themes of the meeting covered progress towards the six Dakar goals as well as planning, partnerships, funding and monitoring for EFA at all levels.
