The name of Victor Schoelcher (1804-1893) is forever associated with the emancipation of the slaves of the French colonies, when as Under-Secretary of State for the Colonies in 1848 he signed the decree abolishing slavery. An art critic, musicologist and a supporter of the abolition of the death penalty, who also gave his support to the Society for the Improvement of the Status of Women, Victor Schoelcher devoted his main efforts to the struggle to abolish slavery. His ashes were transferred to the Pantheon in Paris in 1949. This anniversary celebration coincides with the proclamation by the United Nations of 2004 as the International Year to Commemorate the Struggle against Slavery and its Abolition.
