The mini consultation took place on November 25, 2014 in the Palais des Sports. It allowed a large array of views from various stakeholders including the Government:

the ministries in charge of education and training, other governmental sectors like the Culture, Arts and Leisure and the Youth and Sports Ministry, local government, education players such as the representatives of the parents’ associations and that of the pupils and students, teacher trade union, academia, civil society and education partners.

The mini consultation stresses the alignment of the proposed post 2015 education agenda with the country’s vision as per its education sector plan (Programme Sectoriel de l’Education et de la Formation [(PSEF]), among other things, one can note:

• early childhood development,
• free education,
• gender,
• development of literacy for all and non-formal education,
• the need to extend the TVET supply,
• bilingual education, and
• the teacher issue.

Regarding the implementation requirements at national level, the focus is on government’s leadership, donor coordination and formalization of exchange fora relative to system’s piloting, monitoring & evaluation.

Preparing Africa’s education agenda beyond 2015

UNESCO encourages all 47 sub-Saharan African countries to organize a national mini consultation in preparation of the sub-Saharan Africa Regional Conference (Kigali, Rwanda, 9-10 February 2015). The purpose is to enable a wide array of national stakeholders to be fully briefed on and discuss the proposed post-2015 education agenda from their national perspective.
