Flood risk management measures and links to the European Union Water Framework Directive

Croatia will host an intersectoral Workshop on flood risk management measures & links to the EU WFD in Zagreb on 11-12 November 2015. The event is jointly organized by the UNESCO Regional Bureau for Science and Culture in Europe, Venice (Italy), the World Meteorological Organization (WMO), the International Commission for the Protection of the Danube River (ICPDR) and the International Sava River Basin Commission (ISRBC).
Advances in research and innovations in flood risk management practice will be explored, with a focus on the exchange of experience of structural and non-structural flood mitigation measures and approaches and links with nature/wetlands management in river corridors, as well as on the links between the EU Water Framework and Flood Directive. Special attention will be given to flood forecasting and the coupling of weather and hydrology prediction models.
The workshop will contribute to the implementation of the Protocol on Flood Protection to the Framework Agreement on the Sava River Basin (FASRB), laying the groundwork for the sustainable development of the region, and promote ISRBC activities in the field of flood risk management in accordance with the EU Floods Directive.
The demand by citizens and environmental organisations for cleaner rivers, lakes, groundwater and coastal beaches has been increasing over a number of years. The European Union Water Framework Directive (EU WFD) - integrated river basin management for Europe was adopted in 2000 to respond to this demand. The Directive commits EU member states to achieving good qualitative and quantitative status of all water bodies for all ground and surface waters (rivers, lakes, transitional waters, and coastal waters) in the EU and prescribes measures aimed at achieving common goals rather than adopting the more traditional limit value approach.
The workshop in Zagreb will involve group work on specific topics, as well as discussions on the links and on the benefits of an intersectoral approach to flood risk, river basin and civil protection management. Wide participation is expected on the part of representatives of the institutions and organizations from the Danube River Basin, particularly the Sava River Basin, that are involved in integrated flood risk management, as well as their mutual relations and cooperation, policy and decision makers at a national and international level, authorities dealing with water and flood management, including the civil protection sector and experts in the field of floods.
