The project entitled “Catalyzing implementation of the Strategic Action Programme for the Sustainable Management of shared Living Marine Resources in the Caribbean and North Brazil Shelf Large Marine Ecosystems” was formally endorsed by the GEF CEO on 4 March 2015. This project, for which the Intergovernmental Oceanographic Commission (IOC-UNESCO) is technical leading agency, and cooperating agency together with the United Nations Development Programme (UNDP) is a 5-year project that aims at facilitating the implementation of the 10-year politically endorsed Strategic Action Programme for the Sustainable Management of the Shared Living Marine Resources of the Caribbean and North Brazil Shelf Large Marine Ecosystems (CLME+ SAP).

IOC-UNESCO and UNDP announced that GEF approved a 12,5 USD millions grant for this 5-year project to be implemented by the countries of the IOCARIBE Region, UN partners and Regional organisations.

The CLME project assists participating countries from the Wider Caribbean Region to improve the management of their shared Living Marine Resources -most of which are considered to be fully or overexploited- through an Ecosystem-Based Management (EBM) approach. It aims to ensure the sustainability of the goods and services provided by shared living marine resources in the area through robust cooperative governance.

Three priorities were identified through a preliminary Transboundary Diagnostic Analysis among the challenges affecting the CLME:

  • Unsustainable exploitation of fish and other living marine resources
  • Habitat degradation and community modification, and
  • Pollution.

The project: Catalyzing implementation of the Strategic Action Programme for the Sustainable Management of shared Living Marine Resources in the Caribbean and North Brazil Shelf Large Marine Ecosystems seeks to achieve the implementation of the CLME+ SAP by facilitating ecosystem based management/an ecosystem approach to fisheries (EBM/EAF) within the CLME+ region, in such a way that a sustainable and climate resilient provision of goods and services from the region’s living marine resources can be secured.

Given its regional and comprehensive nature, the UNDP GEF CLME+ Project is uniquely positioned to address the root causes of environmental degradation, in particular the gaps and weaknesses in transboundary and cross-sectoral governance arrangements. In this context, the project will assist stakeholders in achieving improved coordination, collaboration and integration among the wide array of ongoing and newly planned projects and initiatives that are of relevance to the wider objectives of the CLME+ SAP.
