UNESCO presents three publications about the Regional Strategy on Teachers

The three books

Three publications summarizing over three years of work of the Regional Strategy on Teachers were launched in late November. The UNESCO Regional Education Office for Latin America and the Caribbean (OREALC/UNESCO Santiago) led this initiative. The Technical Secretariat of the initiative is headquartered at the Centre for Educational Studies in Policy and Practice (CEPPE).

These documents are part of the systematic work of UNESCO, CEPPE and the network of regional experts established by the Strategy.  The publications feature contributions from different actors, such as representatives from the Ministry of Education, universities and teacher training institutions, teaching staff and civil society associations and unions, among others. 

The documents discuss production and socialization of knowledge based on the review of comparative international evidence and experience spearheaded by relevant teaching actors.  The objective of these documents is to contribute to the formulation of policies about the profession in Latin American and Caribbean countries.

CEPPE Director Andrés Bernasconi and UNESCO Santiago Director Jorge Sequeira presented advances made by the CEPPE-UNESCO Alliance and the Regional Strategy on Teachers, respectively.

The texts were commented on at the launch by Cristián Cox, Education Faculty Dean at Pontificia Universidad Católica de Chile and UNESCO Regional Teaching Staff Strategy Technical Secretariat Director, and by regional expert and Colegio de Bachilleres de Mexico Director Sylvia Ortega in her presentation “Meaning and projection of the Regional Strategy in Latin America”.

OREALC/UNESCO Santiago hopes that the documents will contribute to an informed debate about strengthening the teaching profession in the region, in the framework of these countries’ efforts to improve the quality and equality of their educational systems.

The diagnostic and policy guidelines, as well as the discussion of critical issues and best experiences in the region presented are a response to the UNESCO priority for teachers.  In the words of UNESCO General Director Irina Bokova: "Teachers are the most influential and powerful force for equality, access and quality in education ".

The publications are listed as follows:

Background information and criteria for the formulation of Teacher Policies in Latin America and the Caribbean
Information gathered in the first phase of this Strategy (2011 and 2012) about teacher policies in the region, together with construction criteria and guidelines considering the following dimensions: initial training, ongoing training, teaching career, and teacher policy institutions and processes. 

Catastro de experiencias relevantes de políticas docentes en América Latina y el Caribe
In its second phase (2012-2013), the Regional Teaching Staff Strategy proposed contributing to the dissemination and knowledge of significant and successful teaching experiences developed in different parts of the region. These were used to incorporate new perspectives taken from practice. This survey constitutes an important tool for meeting this objective.

Temas críticos para formular nuevas políticas docentes en América Latina y el Caribe: el debate actual
This third publication considers the in-depth discussion of specific relevant issues related to initial training, ongoing training and professional development; the teaching career and working conditions; and teacher policy institutions and processes.

These issues are critical knots detected in expert discussions and it was decided that these merit further study. The publication is a series of working documents that provide a diagnostic with systematized regional information and comparative evidence in order to contribute with updated and extensive information.

A new group of outstanding regional experts was called together to address this task: Paula Louzano (Brazil), Lorena Meckes (Chile) Gloria Calvo (Colombia), Silvia Schmelkes (Mexico), Francisco Esquivel (Costa Rica) and José Weinstein (Chile).
