Human Rights

In the biennium 2008-2009 the UNESCO Moscow Office is focusing on the creation of a network on policy-research aiming at identifying and analyzing obstacles to the enjoyment of human rights.

It also seeks to elaborate recommendations to improve policies in this field in the countries within the cluster. This network should ensure the interaction of all involved partners: UNESCO Chairs; research centers; educational institutions; national human rights institutions; intergovernmental organizations; international and national non-governmental organizations; legislative, executive and judicial bodies; as well as other structures dealing with human rights issues at national and local levels.

Strengthening respect for human rights and fundamental freedoms has been a cornerstone of UNESCO’s action since its creation. Its primary goal is fostering a genuine culture of universal human rights.
