Nepal: Critical mass, linkages, key to promoting lifelong learning discourse (नेपालमा जीवनपर्यन्त अध्ययनको प्रवर्द्धनको निम्ति छलफल सम्पन्न)

Building learning societies can be established only by recognizing there are multiple ways of learning and producing knowledge. Sustainable Development Goal (SDG) 4 “Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all”, captures the relevance of lifelong learning in both developed and developing nations, towards the new vision of Education 2030. While the notion of ‘lifelong learning’ is rooted in many cultures, it did not enter the global education agenda until 1972. Even today, a significant gap exists in global education policy in this respect.

UNESCO presented its global and historical perspectives on literacy and lifelong learning along with Civil Society Organization representatives, policy makers and educationists during the “National Conference of Lifelong Learning” held on 6 December in Kathmandu, Nepal. The event was jointly organized by ActionAid Nepal, Ministry of Education, Non-Formal Education Centre and UNESCO.

The conference explored the basic concepts, methods and practices of lifelong learning. It triggered constructive discussions on the lifelong learning strategy Nepal should adopt in its democratic transformation and nation building processes. The conference was originally envisaged to create linkages, ensure ownership, participation and engage a critical mass of stakeholders to contribute to the lifelong learning discourse in Nepal.

Inaugurated by the Honourable Education Minister, Giriraj Mani Pokharel, the event presented four technical papers on lifelong learning from the perspectives of formal and non-formal linkages, literacy, gender and women rights, and popular education. Each presentation was followed by an interactive session, chaired and commented by experts.

The event successfully generated heated discussions on a range of issues related to the education system needing to be addressed in the context of Nepal. Experts explored the meaning of lifelong learning, highlighting that the sector should integrate - among others - empathy, understanding and appreciation of diversity, resources availability, vocational skills, and indigenous knowledge…

While Pokharel stressed the need of practical education to promote development in Nepal, educationist Suman Komal Tuladhar emphasized that lifelong learning should be need-based according to social and environmental conditions. Lifelong learning in Nepal is often confined to ‘adult education’ when it should actually encompass all citizens. 

Finally, the event presented a case study from the Shikarapur Community Learning Center on their lifelong learning practices, followed by a plenary discussion.

नेपालमा जीवनपर्यन्त अध्ययनको प्रवर्द्धनको निम्ति छलफल सम्पन्न

अध्ययनशील समाज स्थापना तब मात्र हुन सक्छ जब हामी ज्ञान आर्जन र उत्पादनका विविध मार्गहरू छन भन्ने कुरालाई मनन गर्न सक्छौं । दीगो विकास लक्ष्य ४ : “समावेशी र समतामूलक गुणस्तरीय शिक्षाको सुनिश्चितता गर्दै सबैका लागि जीवनपर्यन्त अध्ययनका अवसरहरूको प्रवद्र्धन गर” नाराले विश्वका विकसित तथा विकासशील राष्ट्रहरुमा सन २०३० सम्मका लागि शिक्षाको विश्वव्यापी सोचलाई आकृष्ट गरेको छ । यद्यपि ‘’जीवनपर्यन्त अध्ययन’ले धेरै संस्कृतिमा जरा गाडेको भएता पनि यो सन १९७२ सम्म त विश्वव्यापी शिक्षा एजेन्डाभित्र परेन । हालसम्म पनि विश्वव्यापी शिक्षा नीतिमा ठूलो खाडल विद्यमान रहेको देख्न सकिन्छ ।

युनेस्कोले गत डिसेम्बर ६ तारिखका दिन काठमाडौंमा सम्पन्न एक राष्ट्रिय सम्मेलनमा नागरिक समाज संघका प्रतिनिधि, नीति निर्माता र शिक्षाविद्हरूबीच साक्षरता र जीवनपर्यन्त अध्ययन सम्बन्धी विश्वव्यापी र ऐतिहासिक परिप्रेक्ष्यहरू प्रस्तुत गर्यो । उक्त कार्यक्रम एक्सन–एड नेपाल, शिक्षा मन्त्रालय, अनौपचारिक शिक्षा केन्द्र तथा युनेस्कोको संयुक्त तत्वावधानमा सम्पन्न भएको थियो ।

सो सम्मेलनले जीवनपर्यन्त अध्ययनसम्बन्धी आधारभूत अवधारणा, उपाय तथा प्रचलनसम्बन्धी विविध जानकारी उजागर गरेको थियो । सम्मेलनले नेपालले लोकतान्त्रिक रुपान्तरण तथा राष्ट्र निर्माण प्रक्रियाका क्रममा अपनाउनु पर्ने जीवनपर्यन्त अध्ययन रणनीतिका बारेमा रचनात्मक छलफलको क्रम चलायो । उक्त सम्मेलनको मौलिक परिकल्पना नेपालमा जीवनपर्यन्त अध्ययनको परिसम्बादलाई योगदान दिने क्रममा आवश्यक सम्बन्ध विस्तार, स्वामित्वको निश्चितता, सहभागिता, तथा सरोकारवालाहरूको जागरुक समूहको ध्यानाकर्षण गराइराख्ने उद्देश्यले गरिएको थियो ।

सम्माननीय शिक्षा मन्त्री गिरीराजमणि पोखरेलद्वारा समुद्घाटित उक्त कार्यक्रममा जीवनपर्यन्त अध्ययनसम्बन्धी औपचारिक तथा अनौपचारिक सम्बन्धहरू, साक्षरता, लैङ्गिक तथा महिला अधिकार तथा विद्यमान शिक्षाका परिप्रेक्ष्यमा चारवटा प्राविधिक कार्यपत्रहरू प्रस्तुत गरिएका थिए । प्रत्येक सत्रपछि विज्ञहरूको अध्यक्षतामा अन्तक्र्रिया पनि संचालन गरिएको थियो ।

उक्त कार्यक्रममा नेपालको शिक्षा प्रणालीका विविध आयामहरूका सन्दर्भमा सम्बोधन गरिनुपर्ने विषयका बारे सफलरुपले उत्साहपूर्ण छलफल सम्पन्न भएको थियो । विज्ञहरूले जीवनपर्यन्त अध्ययनका बारे गहन अर्थ खोतल्दै अन्य विषयहरूका साथै यस क्षेत्रले विविधताको समझदारी, श्रोतको उपलब्धता, व्यावसायिक सीप तथा आदिवासीय मौलिक ज्ञानका कुराहरूलाई आत्मसात गर्नुपर्ने विषयवस्तुलाई उजागर गरेका थिए ।

श्री पोखरेलले नेपालको विकासलाई प्रबद्र्धन गर्न व्यावहारिक शिक्षाको आवश्यकतामाथि जोड दिनुभएको थियो भने शिक्षाविद् डा.सुमनकोमल तुलाधरले जीवनपर्यन्त अध्ययन भनेको सामाजिक तथा वातावरणीय अवस्था अनुसार आवश्यकतामा–आधारित हुनुपर्ने कुरामा जोड दिनुभयो । नेपालमा जीवनपर्यन्त अध्ययनलाई विशेषगरी प्रौढशिक्षाको परिधिभित्रै राखिएको छ तर वास्तवता यसले सबै नागरिकलाई समेट्नु पर्ने हुन्छ ।

उक्त कार्यक्रमको अन्तमा शिखरापुर सामुदायिक अध्ययन केन्द्रद्वरा सो केन्द्रका जीवनपर्यन्त अध्ययनका अभ्यासहरूकाबारे एक प्रस्तुतिसहित छलफल सम्पन्न गराइएको थियो ।
