The joint Government of Indonesia (GoI), UNESCO and UNICEF Creating Learning Communities for Children (CLCC) programme has been implemented in Indonesia since 1999, supported by NZAID and AusAID. CLCC aims to improve the quality of primary schools through the introduction of more effective School-Based Management; Active, Joyful and Effective Learning; and Community Participation.

In Indonesia CLCC is referred to as Manajemen Berbasis Sekolah (MBS), which is implemented through School Management; Active, Joyful and Effective Learning; and Community Participation (that includes development of School Culture).

Through CLCC, capacity of key educational stakeholders at national and sub-national levels are developed in order to strengthen, sustain, and mainstream the CLCC approaches in support of primary schools. Significant progress has been achieved in soliciting ownership and strategic support for CLCC institutionalization.

Evidences have shown that through CLCC, school management had become more transparent, democratic, participative, accountable, and the participating schools have become more independent.

In learning, students of the participating schools had become more active, courageous in asking questions and expressing opinions, productive and creative in accomplishing their assignments. Learning activities are created by teachers and experienced by students in a fun and democratic atmosphere.

Community participation in the participating schools had also enhanced. The communities are not only involved in planning school programmes, but are also involved in implementing and monitoring the programmes. The three pillars of CLCC have proved critical in improving school management, child learning, and in helping create child-friendly learning environments in schools.
