In the field of culture, the promotion of cultural diversity in the cluster countries as an important factor of sustainable development is a key priority of the UNESCO Moscow Office. Special attention is given to the protection of tangible and intangible cultural heritage. UNESCO Moscow Office conducts numerous events in the cluster countries aimed to promote the principles of cultural diversity, intercultural and inter-religious dialogue, and to build potential for protecting cultural and natural heritage.   

The UNESCO Moscow Office is also focusing on the development and application of normative acts in the field of culture. The Office has initiated a number of international and regional consultative meetings in the cluster countries, which developed recommendations on how to harmonize national legislation in the field of culture with the UNESCO legal instruments.
