教科文组织作用

为了提高对水下文化遗产的保护，教科文组织着重进行三方面的保护措施：
1. 改进水下文化遗产保护法律及业务层面的保护；
2. 建立水下考古方面的业务能力；
3. 提高公众对水下文化遗产的意识。
  对《联合国教课文组织保护水下文化遗产公约》（以下简称“教科文组织2001年公约”）是教科文组织在保护水下文化遗产方面的法律和实践工具，提高法律和业务的水下文化遗产的保护。 2001年公约包括一个详细且务实的缔约国间的国家合作体系。
