 Born on 4th October 1947.
 Education:
- 1974-1977: M.A. in Economics and completed the course work in the Ph.D. Economics Programme at Fordham University, University of the West Indies, Cave Hill, Barbados.
- B.A. in Economics.
 Professional career :
- August 2010: Ambassador Extraordinary and Plenipotentiary to the Kingdom of Belgium and the European Union, with residence in Brussels.
- 1992-2010: Permanent Secretary in various ministries (Foreign Affairs and Foreign Trade, Prime Minister's Office, International Trade and Business, Economic Affairs, Trade, Industry and Commerce).
- 1990-1992: Deputy Permanent Secretary, Ministry of Trade, Industry and Commerce.
- 1973-1980: Career Diplomatic Officer, Barbados Permanent Mission to the UN
- 1966-1972: teacher at St. Leonard’s Comprehensive.
