A new Policy Brief on «Development of Museum Legislation as a Basis for National and International Museum Policy and a Factor for Museum Practice Development» published

The Russian Committee of the International Council of Museums with the support of the UNESCO Moscow Office and in consultation with the State Hermitage Museum and with the participation of experts from the Commonwealth of Independent States prepared a Policy Brief «Development of Museum Legislation as a Basis for National and International Museum Policy and a Factor for Museum Practice Development». The Policy Brief is prepared as part of the UNESCO/IFESCCO Pilot Project «Running a Museum – XXI Century: Thematic Regional Capacity-building UNESCO/ICOM Trainings and Expert Meetings for CIS Countries», main goals of which are to increase the role of museums as actors in social, educational, and economic activities, to increase the potential of museum professionals of the CIS countries, to strengthen the networking and partnership between museums in the CIS countries and to develop the museum practice in the CIS countries taking into account international experience.

Emphasizing that the legislation on museums and cultural heritage preservation in the CIS member states is developed to different extents, the Policy Brief comes up with the precise analysis of the current situation in museum legislation of the CIS countries. In the course of the analysis such documents as the basic international laws regulating museum activity, international intergovernmental and bilateral agreements, and already enacted laws and draft laws of the CIS member states were considered. Work on the unification of the legislation of the CIS countries, the progress in the intergovernmental interaction of the CIS member states in the field of combating illicit trade in cultural property, the adoption by the CIS member states of a number of legal standards in recent years, and also the ratification by individual countries of the UNESCO international conventions, which requires bringing the national legislation into compliance with international law.

The Policy Brief also includes the recommendations in the development of the potential of museums of the CIS countries in the field of museum legislation, museum management, information and communications technologies, and museology, based on the results of the Policy Brief preparation and expert discussion during the Special Session «Development of Museum Legislation as a Basis for National and International Museum Policy and a Factor for Museum Practice Development».
