UNESCO mainly focuses on providing people with the skills and abilities for critical reception, assessment and use of information in their professional and personal lives through information literacy programmes as well as on training and lifelong learning for media and information specialists and using of ICT for education.

The UNESCO Moscow Office gives special consideration to promoting ICT for the special needs groups and youth in Armenia, Belarus and the Republic of Moldova. Capacity building and empowering of people with special needs has been in focus of all the UN agencies working in the Russian Federation.
