One of the main objectives of UNESCO is to strengthen the links between culture and development. The UNESCO Moscow Office seeks to show that the resources of culture have a great importance for the sustainable development and social cohesion. In the cluster countries the Office contributes to the development of different kinds of creative industries, such as crafts and cultural tourism, which serve as important factors for development and social cohesion.

In the cluster countries UNESCO Moscow Office endeavors to promote the Convention on the Protection and the Promotion of the Diversity of Cultural Expressions (2005) and develop appropriate measures to protect and promote diversity of cultural expressions.
