In its cluster countries - Armenia, Azerbaijan, Belarus, Republic of Moldova and Russian Federation - the UNESCO Moscow Office plays a crucial role in promoting Education for All, Millennium Development Goals and other global development agendas with its belief in education’s direct and indirect contributions to sustainable development.

The UNESCO Moscow Office facilitates the achievement of the Global Development Goals, namely EFA goals by 2015 on all educational levels. The Office Education Sector activities are directed to advocate and to support the countries’ efforts to improve quality in Education for All with the focus to increase the access to high-quality Early Childhood Care and Education; to foster capacity development and policy formulation on inclusion and quality learning enhancement; and beyond the cluster - to raise Technical-Vocational Education and Training and Sustainable Development agendas in CIS countries.

The UNESCO Moscow Cluster Office is leading the schools in the UNESCO Associated Schools Project Network to become as educational innovation centers and as the "Schools of Future" and advocating for greater engagement of UNESCO Chairs and UNITWIN Networks in achieving MDG and EFA goals.

Besides, much attention of the Education Sector is paid to HIV/AIDS preventive education, to the use of information and communication technologies in education, cultural and linguistic diversity in education, meeting educational needs of indigenous population and rehabilitation of education systems in post-conflict contexts.
