Model Policy for Inclusive ICTs in Education of Persons with Disabilities

This model policy is part of the United Nations Educational, Scientific and Cultural Organization (UNESCO) and Global Initiative for Inclusive Information and Communication Technologies (G3ict) joint efforts to facilitate the implementation of the UNCRPD. The main objective was to develop a model policy document to be used as a template to assist UNESCO Member States in promoting the effective use of inclusive ICTs in education for learners with disabilities, although it must be emphasised that the policy objectives and actions outlined in this document are equally applicable to any learners who are vulnerable to exclusion from any sector of education.

EURid-UNESCO world report on IDN deployment 2013

For the third consecutive year, the EU domain name registry and UNESCO are jointly publishing the World Report, which analyses the uptake of Internationalised Domain Names and identifies gaps that need to be filled in order to facilitate this process. This is not only an academic study, but also a document which draws attention to shortfalls and then calls for appropriate actions. This report builds on the 2012 World Report on IDN Deployment, and the 2011 study “IDNs State of Play”.

Global media and information literacy assessment framework: country readiness and competencies

The UNESCO Global Media and Information Literacy Assessment Framework offers UNESCO Member States methodological guidance and practical tools throughout the assessment of country readiness and competencies, particularly of teachers in service and in training, regarding media and information literacy  at the national level.

Media and information literacy: policy and strategy guidelines

This comprehensive MIL Policy and Strategy Guidelines resource is the first of its kind to treat MIL as a composite concept, unifying information literacy and media literacy as well as considering the right to freedom of expression and access to information through ICTs. These guidelines offer a harmonized approach, which in turn enables all actors to articulate more sustained national MIL policies and strategies, describing both the process and content to be considered.

Overview of information literacy resources worldwide

This collection of Information Literacy (IL) Resources from around the world is divided into 42 language lists and includes selected resources – from websites, books, journals and other kinds of publications – that were provided by contributors from different countries and institutions and compiled by Dr Forest Woody Horton Jr.

Renewing the knowledge societies vision for peace and sustainable development

If the goal of knowledge societies is to foster peace and sustainability, it is imperative that strategies for action ensure that decisions at all levels promote the integration of knowledge within people’s lives in ways to maximize the benefits and minimize harms. This is the spirit guiding this Report, which draws on multiple case studies, highlights lessons since the first World Summit on the Information Society (WSIS) meeting in 2003, and sets out ideas for renewing UNESCO’s vision of knowledge societies.

UNESCO global report: opening new avenues for empowerment: ICTs to access information and knowledge for persons with disabilities

Building on the United Nations Convention on the Rights of Persons with Disabilities, this Global Report addresses strong recommendations to all stakeholders – from decision-makers to educators, civil society and industry – on how concretely to advance the rights of people living with disabilities. These recommendations draw on extensive research and consultations. Studies launched in five regions have allowed UNESCO to understand more clearly the conditions and challenges faced by persons with disabilities around the world.

EURid-UNESCO world report on IDN deployment 2012

This report provides an extraordinary and interesting examination of the uptake of Internationalised Domain Names (IDNs) in selected regions and countries in which Internet services are available. IDNs are an essential building block towards creating a truly multilingual Internet. The Domain Name System (DNS) has historically only supported a limited character set. Since 1996, the technical community has been developing the standards necessary to create domain names in all scripts, for all languages.

Global survey on internet privacy and freedom of expression

This publication seeks to identify the relationship between freedom of expression and Internet privacy, assessing where they support or compete with each other in different circumstances. The book maps out the issues in the current regulatory landscape of Internet privacy from the viewpoint of freedom of expression. It provides an overview of legal protection, self-regulatory guidelines, normative challenges, and case studies relating to the topic.

Policy guidelines for the development and promotion of open access

UNESCO issued this publication to demystify the concept of Open Access (OA) and to provide concrete steps on putting relevant policies in place. Building capacities in Member States for Open Access is a necessary but not sufficient condition for promotion of the concept. Creating an enabling policy environment for OA is therefore a priority.

A Basic Guide to Open Educational Resources (OER)

This Guide comprises three sections. The first – a summary of the key issues – is presented in the form of a set of ‘Frequently Asked Questions’. Its purpose is to provide readers with a quick and user-friendly introduction to Open Educational Resources (OER) and some of the key issues to think about when exploring how to use OER most effectively.

This report provides a new perspective on the social and political dynamics behind the threats to expression. ICT for higher education: Case studies from Asia and the Pacific

With the support of the Japanese Funds-in-Trust, UNESCO initiated a research study on the use of ICT for higher education in the Asia and Pacific region. This publication highlights the results from case studies that investigated the use of ICT in three areas: open and distance learning; blended learning, and administration and management practices.

Information policies in Asia: development of indicators

The scope of information policy is broad. For the purposes of this report, information policy can be defined as the collection of policies and strategies that are designed to promote the development of a better-managed information society. These policies include, but extend beyond, those that are concerned with processes, management, promotion and use of information and communication technologies (ICTs).

Internationalised Domain Names: State of play

Internationalised Domain Names (IDNs) have become strongly linked with Internet governance discussions on multilingualism. Of approximately 6 000 languages in the world, only 12 languages accounted for 98% of Internet web pages in 2008. English is the dominant language online. In collaboration with UNESCO, EURid (the .eu registry) presents this study on Internationalised Domain names (IDNs), which explains what an IDN is, gives a brief history and timeline of significant milestones and touches on the policy debate surrounding multilingualism on the Internet.

Media and information literacy curriculum for teachers

This Media and Information Literacy Curriculum for Teachers is an important resource for Member States in their continuing work towards achieving the objectives of the Grünwald Declaration (1982), the Alexandria Declaration (2005) and the UNESCO Paris Agenda (2007) – all related to MIL.

UNESCO ICT Competency Framework for Teachers

Two decades after the first mainstream rollout of computers in schools many significant lessons about ICT in Education have been learnt. ICT transforming education: a regional guide

This Regional Guide grew out of a series of meetings of ICT experts convened by UNESCO’s Asia and Pacific Regional Bureau for Education to explore pedagogy-technology integration. An outcome of these meetings was the publication of Regional Guidelines on Teacher Development for Pedagogy-Technology Integration (Working Draft) in 2005 under the editorship of Shyamal Majumdar.

The Police blogosphere in Brazil: from shooting to twitter

This publication is the first in-depth study about the most recent and relevant trend in journalistic reporting on police, criminality and security policies. The collection of information and the blogs’ analysis were done through an Internet survey answered by 73 police bloggers, authors of 70 blogs, between May and June 2009.

This guide on the role of parents in the digital era was developed by the Moroccan National Observatory on Children’s Rights (ONDE), the UNESCO Office in Rabat and Microsoft Morocco. It provides advice on child cyber-protection to parents, teachers and people working with children.

Twelve years of measuring linguistic diversity in the Internet: balance and perspectives

Written by Daniel Pimienta, Daniel Prado and Alvaro Blanco, this publication is an update to the previous UNESCO study on this subject that was issued for the World Summit on the Information Society in 2005.
