Second Day of the Leaders’ Forum
The following Heads of State and Senior Government Officials addressed the plenary after unanimously expressing their solidarity with all the victims of last Friday’s attacks, condemning the heinous crimes perpetrated by terrorists:
- H. E. Ms Marie-Louise Coleiro Preca, President of the Republic of Malta;
- H.E. Mr Miroslav Lajcak, Deputy Prime Minister and Minister of Foreign Affairs of the Slovak Republic;
- H.E. Mr. Ilham Aliyev, the President of the Republic of Azerbaijan;
- H.E. Crystal Nix-Hines, Permanent Delegate of the United States of America read the speech of H.E. Mr Barack Obama, President of the United States of America
- H.E. Mr François Hollande, President of the French Republic;
- H.E. Mr Nurul Islam Nahid, Minister of Education of Bangladesh;

Election of the new Members of the Governing Board of the UNESCO International Institute for Higher Education in Latin America and Caribbean (IESALC)
On 5 November 2015, the plenary meeting of the Heads of Delegations of the Latin American and the Caribbean Group (GRULAC), in the framework of the 38th session of the General Conference of UNESCO, elected the new Members of the Governing Board of the UNESCO International Institute for Higher Education in Latin America and Caribbean (IESALC) for the period 2015-2019.
The meeting, chaired by El Salvador, as president of GRULAC to UNESCO was attended by all the Delegates participating in the General Conference, in the presence of the Deputy Secretary of the General Conference, as representative of the Director-General.
The countries elected unanimously for a period of four years are the following:
- For Latin America: Dominican Republic
- For CARICOM: Jamaica
