九个人口大国教育部长会议

印度、中国、巴基斯坦、孟加拉国、埃及、印度尼西亚、尼日利亚、巴西和墨西哥是南方国家的九个人口大国 (E-9), 占世界人口的60%,尚有占世界三分之二以上的成人文盲和一半以上的世界失学儿童. 2012年的部长级会议于11月在印度新德里举行,九国讨论了2010年以来的行动进展情况,通过题为《新德里承诺：给所有人提供全纳、有针对性的、有质量的教育》的文件，强调将继续开展与会国间以及与联合国教科文组织间的合作，为早日实现所有与会国的全民教育而努力。
