Open educational resources in Brazil: state-of-the-art, challenges and prospects for development and innovation in Portuguese

This work on the state of the art of open educational resources (OER) in Brazil was originally published in 2011 as an initiative of the Institute of Information Technologies in Education (UNESCO-IITE) in Moscow. The translation of this work into Portuguese was, published by the Regional Centre of Studies for Development of the Information Society (CETIC.br) under the auspices of UNESCO. It aims to contribute to register part of the development of background of OER in Brazil. It is also to help consolidate the importance of the subject in the country, allowing a greater understanding of the trajectory of OER in the national context, as well as the dissemination and discussion of some concepts and practices in the field found in the presented initiatives.

The work includes some pertinent educational themes exclusive to Brazilian educational scenario such as the National Education Plan (PNE) and systemic approach to national education adopted by the Ministry of Education. In this sense, the work shows the state of the art of OER in Brazil. It provides future recommendations, besides presenting a contextualization of these initiatives and practices within the national educational discourse. The work proposes a reflection on the potential of OER from which Brazil does and intends to do in terms of educational public policies and actions taken by the public and private sectors, by individuals committed to education in the country, and by teachers. The scenario covers initiatives from basic to higher education.
