Cultural and linguistic diversity in the information society
Cultural diversity is seen as part of humanity's common heritage, which, as a source of exchange, innovation and creativity, is as essential for humankind as biodiversity is for nature. It should therefore be protected for the benefit of both present and future generations and be considered as a basic human right.

Draft policy guidelines for the development and promotion of public domain information
The UNESCO Secretariat initiated the present draft guidelines intended to define, and promote understanding and debates on, the meaning of the public domain of information, and to assist Member States to develop policies and strategies in this area, which respond both to national needs and international practices.

Freedom of information: a comparative legal survey
The right to freedom of information, commonly understood as the right to access information held by public bodies, is now widely recognised as a fundamental human right. This study presents (1) an overview of international basis for this right; (2) the best practice standards; (3) the analyses of the laws of 10 different countries; and (4) a comparative analysis of the various laws/policies.
Gender issues in the information society
ICTs could give a major boost to the economic, political and social empowerment of women, and the promotion of gender equality. But that potential will only be realized if the gender dimensions of the Information Society - in term's of users' needs, conditions of access, policies, applications and regulatory frameworks - are properly understood and adequately addressed by all stakeholders.
La educación en un mundo plurilingüe
Este documento se divide en tres partes. En la Parte I, presentamos los conceptos clave que se utilizan en materia de educación plurilingüe. El objetivo es aclarar una serie de significados y de términos que se utilizan en relación con los idiomas y la educación. En la Parte II, presentamos una síntesis del marco normativo referente a los idiomas y la educación basándonos en primer lugar en un análisis de los instrumentos normativos de las Naciones Unidas; en segundo lugar, en un análisis de determinadas convenciones y declaraciones de la UNESCO referentes a los temas de la lengua y la cultura; y en tercer lugar, en los resultados y las recomendaciones de conferencias internacionales directa o indirectamente relacionadas con el tema de los idiomas y la educación. En la Parte III del documento, se presenta una síntesis de numerosos debates y acuerdos sobre asuntos lingüísticos que se han adoptado bajo los auspicios de las Naciones Unidas y la UNESCO. Se los inscribe en el marco de una serie de directrices y principios con objeto de aclarar la posición de la UNESCO y darles mayor difusión presentándolos de una manera más accesible.

Este estudio no pretende ser una guía exhaustiva sobre las legislaciones en la materia - empresa que depasa nuestras ambiciones - sino un análisis que intenta comparar algunas semejanzas y diferencias entre las situaciones legislativas generales vividas en los últimos años por las radios comunitarias de trece países.
