Quality assurance is the systematic review of educational programmes to ensure that acceptable, recognized standards are maintained. UNESCO provides policy advice to governments and institutions on the establishment of quality assurance systems in particular to support open, distance learning and higher education. 

UNESCO has collaborated with the Commonwealth of Learning, the European Association of Distance Teaching Universities (EADTU) and other partners on projects related to quality assurance criteria and process for distance education.
