要求返还或归还形式

       教科文组织会员国或观察员可就该国由于他人非法占有而丢失的重要文物提出返还或归还要求。

流程：

  • 要求国向政府间委员会提交要求之前必须发起与文物所在国间的双边谈判，唯有在谈判失败或中止时方能将要求提交至委员会。
  • 政府间委员会1981年制定了《要求返还或归还标准表格》供有关双方国填写。
  • 返还或归还要求必须至少于政府间委员会会议召开前6个月上交方能获得审理。
