The building of capacities in underwater archaeology is crucial for improving the research and protection of submerged archaeological sites. UNESCO is therefore very active in this regard. A major partner for UNESCO in this endeavor is the Zadar International Centre for Underwater Archaeology, which operates under the auspices of UNESCO.

To provide national authorities and professionals in the field with training material, a manual for the activities directed to the underwater cultural heritage has been edited by UNESCO. Other training material such as course books and a Manual on Conservation of the underwater cultural heritage are being prepeared.
