The need for recommendations was voiced during the regional World Press Freedom Day celebrations in San Jose, Costa Rica, on 5 May that gathered more than 70 representatives of institutions and media organizations in Central America.

Day-long meeting featured panel discussions and workshops on key issues for realization of the right to communicate in the region, focusing on community media, journalism education and safety risks for journalism exercise in Central America. The panels included address by Costa Rican Ambassador to the United Nations, Juan Carlos Mendoza, and the presentation of experiences of alternative and community media in the region such as the Center for Informative Reports on Guatemala (Cerigua), Radio Progreso and C-Free Honduras, and the Association of Journalists of El Salvador. The UNESCO Office in Mexico participated in the meeting via Internet and presented experience on youth empowerment through media.

The activity was organized by UNESCO, with the support of the Embassy of the Kingdom of the Netherlands, the Inter-American Institute of Human Rights, the Center for Communication Voces Nuestras, Program on Freedom of Expression and Right to Information (PROLEDI) of the University of Costa Rica, the Access Foundation, the Journalist College of Costa Ria, Canal UCR, the Institute for Freedom of Expression (IPLEX), OndaUNED and Media Initiatives Network for Alternative Communication (RedMICA).

The Recommendations come at a right time, as national consultations on Agenda Post-2015 with new governments are being initiated in several countries of Central America.
