The Report of UNESCO's Director-General on the Safety of Journalists and the Danger of Impunity is elaborated in the context of UNESCO's International Programme for the Development of Communication (IPDC) which plays an important role in monitoring the safety of journalists and in preventing the impunity of those who perpetrate crimes against them.

In 2006, the safety of journalists was the subject of a thematic debate conducted during the 25th session of the Intergovernmental Council of the IPDC. Two years later, at its 26th session, UNESCO’s Director-General presented the first Report on the Safety of Journalists and the Danger of Impunity. Since then, every two years UNESCO’s Director-General submits an updated report to the IPDC’s Intergovernmental Council as a monitoring tool for follow-up.

The 2014 report was prepared following the Decision on the safety of journalists adopted at the 28th session of the IPDC’s Intergovernmental Council, in March 2012, urging Member States to “comply with the relevant obligations under international law to end impunity” and “to inform the Director-General of UNESCO, on a voluntary basis, of the actions taken to prevent the impunity of the perpetrators and to notify him of the status of the judicial inquiries conducted on each of the killings condemned by UNESCO”. It offers a general view of killings of journalists condemned by UNESCO’s Director-General on 2012-2013, i.e. 123 in 2012 and 90 in 2013. The report also includes recent information on answers from Member States received by the Director-General regarding current state of judiciary investigations about murders committed between 2006 and 2013.
